Possible bate bud

In a pickle about buddy of mine where I’m not totally sure if he would be a potential bate bud. He’s a friend from work so that complicated things. We chat from time to time so we have an established vibe.
On two occasions while we were out drinking he asked if I was bi. We were with his friends when he asked so I just said no.
Second time we were drinking some bad mixed drinks. After downing his he said it had an acquired aftertaste.
Curiously I asked to which he replied cum. Unfortunately instead of capitalizing on it I let the moment pass. He hasn’t been with guys before and said he might be bi but he since then he never hinted at anything. This made me want to skip handjobs and give him head.
It seemed like a good opportunity at the time but I fumbled it. We could try drinking or smoking to loosen up. Is this one of those things its worth asking about a little tipsy. I generally prefer knowing the guy before we do anything, feels more comfortable and safer. Is it worth eventually bringing up again?

I would say that any guy who is that open and willing to talk about sexuality with a male friend is probably open to mutual masturbation, and it seems he’s open to oral too.
You’re going about things the right way, in my opinion.
You already have the comfort level there between you, it’s just a matter of developing that to see where you can take your friendship. I would also agree that while random encounters with other horny strangers can be fun, I think it can be even more rewarding when you get there with a friend whom you already have that foundation with.
I would say maybe look for more opportunities to spend time together. I personally think sharing porn and being open about your sexual interests is the biggest step toward being bate buddies. Once you have that comfort level down you can very easily progress to stroking together.
